conll.el is a named entity recognition annotator for Emacs that I wrote during my PhD. It is very simplistic and designed for annotation speed.

Quite simply, conll.el starts with a CoNLL-2002 file. These are 2-columns files, where the second column is used to tag entities:

...
Over O
the O
main O
entrance O
the O
words O
, O
CENTRAL B-ORG
LONDON I-ORG
HATCHERY I-ORG
AND I-ORG
CONDITIONING I-ORG
CENTRE I-ORG
...

conll.el tries to cut these texts into sentences, and present these sentences to the user one by one. One can navigate between sentences with p and n, and mark tokens as entities with a or c. This highlights the tokens with the color corresponding to the chosen entity type. And that's (almost) all there is to it!
